Accountability metering is a
term applied to the use of meters and sensors to make
building occupants accountable for the energy use in all
or part of one or more facilities. Most building
owners and managers have established operational
procedures (e.g., turning off lights) to minimize the
waste of energy in their facilities. In most cases,
it is difficult, if not impossible, to determine in a
timely manner whether procedures are being followed or
whether there are equipment failures that are causing
higher energy usage. The first step in any energy management program (and frequently the step with the best return on investment) is a well-designed program to sub-meter energy usage to provide a clear picture of where energy is being used and to determine whether existing procedures are being followed to minimize energy usage.
