Accountability metering is a term applied to the use of meters and sensors to make building occupants accountable for the energy use in all or part of one or more facilities.  Most building owners and managers have established operational procedures (e.g., turning off lights) to minimize the waste of energy in their facilities.  In most cases, it is difficult, if not impossible, to determine in a timely manner whether procedures are being followed or whether there are equipment failures that are causing higher energy usage.
